Norwalk Invests Federal Funds in Small Businesses Impacted by the Pandemic

(Norwalk, Conn.) Yesterday, April 27th, the City of Norwalk announced the small business lottery winners for the first phase of the COVID-19 Small Business Assistance Program. The program allocates nearly $800,000 in grant funding of the City’s $8.2 Million in American Rescue Plan Act Funds dedicated to Economic and Community Development towards supporting small businesses that have been impacted by COVID-19.

“Small businesses are the backbone of our community and our economy,” said Norwalk Mayor Harry Rilling. “While I wish every small business impacted by the pandemic in our city could have been selected through yesterday’s lottery, I’m grateful that federal funds allocated from the American Rescue Plan Act Funds will help support over 50 of our local businesses in this round of funding.”

Through these grants, the City made a commitment of investing at least $120,000 in Women-Owned or Minority-Owned Business Enterprise (WMBE) businesses. The City exceeded its commitment as 32, the majority of businesses selected for the funds, were self-identified WMBE businesses and $210,000 of the $365,000 allocated funds for this phase of the program will go towards WMBE businesses. 

“While the COVID-19 crisis affected small businesses across the board, we know that Women-Owned and Minority-Owned Businesses were disproportionately impacted,” continued Mayor Harry Rilling. “The winners selected through the lottery not only properly reflect Norwalk’s community but exceed our commitment of investing at least $120,000 in Women-Owned or Minority-Owned Businesses awardees during this phase of the program.”

To be eligible to receive funds from the COVID-19 Small Business Assistance Program, applicants had to be registered as a for-profit business enterprise located in Norwalk and employ between 2-20 employees. Applicants also had to demonstrate how they’ve been adversely impacted by the COVID-19 pandemic, and how these funds would directly contribute to COVID-19 related needs. Funds can be used for operational costs, such as job retention, rent, utilities, as well as other related costs.
