Norwalk Property Improvement Initiative

The goals of the Norwalk Property Improvement Initiative is to: beautify the city's public realm; increase the quantity and improve the quality of housing affordable to low- and moderate-income households; raise property values; and encourage local wealth building. To achieve these goals, the Norwalk Redevelopment Agency and City of Norwalk offer a variety of funding opportunities to qualifying property owners interested in repairing, altering, or otherwise improving their property.

Funding Opportunities:

Residential Improvement Fund
This fund provides low-interest home improvement loans for qualifying interior or exterior construction, repair, and other improvement projects on residential buildings primarily occupied by low- and moderate-income households. Other improvement projects may include the construction of Accessory Dwelling Units and multifamily conversion of residential dwellings. This fund also offers a no-interest, forgivable loan for qualifying preservation work on historic structures.

Storefront Improvement Grant
This grant provides funding for qualifying improvements to storefronts along the city's commercial corridors.

Historic Façade Improvement Grant
This grant provides funding for historic preservation work on the exterior of qualifying historic properties located within Norwalk's Urban Core.

MLK Residential Façade Improvement Grant
This grant provides funding for qualifying exterior improvements to residential properties primarily occupied by low- and moderate-income households and located within Norwalk's MLK Drive Corridor.

[Inactive] - Residential Façade Improvement Grant
This grant provides funding for qualifying exterior improvements to residential properties primarily occupied by low- and moderate-income households and located within the vicinity of Ryan Park and Soundview Landing.

Affordable Housing Fund
This fund may offer a variety of housing finance opportunities, including downpayment assistance, home improvement grants and loans, and technical assistance for creating deed-restricted low- and moderate-income housing.

CT Children’s Hospital - Healthy Homes Program
This funding opportunity is intended to help remediate lead in qualifying residences occupied by families with children. Please reach out to Norwalk Redevelopment Agency Staff for more information.

East Norwalk TOD Improvement Fund
