Community Development Block Grant

The City of Norwalk, through the Norwalk Redevelopment Agency, is soliciting proposals from qualified consultants and planning professionals to prepare a Five-Year Consolidated Plan, and an update to the Analysis of Impediments, for the City of Norwalk’s Community Development Block Grant (CDBG) Program for Program Year (PY) 2020-2025. 

The purpose of the Consolidated Plan is to assess the housing and community development needs for the City of Norwalk and the housing needs for communities included in the CDBG catchment area. 

In addition to providing a strategic plan to guide public investments and activities implemented by the City of Norwalk, the Consolidated Plan is also a requirement for participation in federal programs funded through the U.S. Department of Housing and Urban Development (HUD). These programs include but are not limited to the CDBG, guaranteed loan funds and other federally funded grants.
